Chapter 33 — The Settlement Report
In the first days of June, with the wheat turning gold below the channels and the sailing open from every quay on the river, the commission of the census and arrears of the district of Cardena came to the last clause of its mandate.
He shall render account of all he does. He had known the clause by heart for three years and two months. He had reread it at a road-station by lamplight before he had ever seen the town, going over the walls the document built around him — no cause to judge, no soldier to command — and had understood even then, without yet feeling it, that of all the clauses this was the one without walls. The others bounded him. This one attended him. It had stood at his shoulder at every survey and every serving of notice and every counting of coin onto every table in the district, patient as a creditor who does not need to write because the whole world is his record; and now its day had come, as the days of well-drawn clauses do come, quietly, in order, with the harvest.
There was no form for what he had to write. He had gone looking, that being his habit, and the looking had taught him more than a form would have: commissions such as his ended, mostly, by lapsing — the commissioner recalled, or promoted, or dead, the registers handed on to whoever stood nearest, a letter of a page and a half closing three years the way a door closes on an empty room. The strong-room at Corduba held a shelf of such letters; he had read some of them in his nine days there, before the valley, and had not known what he was reading. He knew now. They were the reason districts like Cardena happened. An account never rendered whole is an account that can be rendered false, one convenient page at a time, by men who need never conspire because the pages never meet. So he would render it whole, and he built the report the way the room had taught him to build everything: out of the registers, in the discipline of the racks, head by head, nothing carried that could not be answered.
He drafted in the evenings, with the second lamp lit — the report deserved the second lamp; it was the one document of his tenure that would have to stand for all the others in rooms where none of the others would ever be unrolled. The heads laid themselves out like a survey: the commission and its warrant; the state of the register as found; the correction and the manner of it; the collections of the three years; the costs of the whole; the state of the register as left. Philon fair-copied a day behind him, the board clicking under the lamp when a total wanted proving, and said nothing about any of it, which was how Marcellus knew the drafting was sound; the secretary's silences weighed his work more finely than the procurator's letters ever had.
The opening of the account he wrote four times and kept the plainest:
…the register of the district of Cardena, examined and corrected, may now be taken as true in the parts examined; the arrears of seven years stand compounded or discharged; the revenues of the present year are delivered; and the return of the district's capacity, rendered to the procurator in the November of the fifth year, stands annexed, that the demands of years to come may be settled against the truth of the register and not against its hopes…
Then the schedules, and the schedules were the part he wrote slowly.
…The cost of the correction forms part of this account and is set down in the schedules annexed: causes heard and determined, VIIII; tenancies entered under the corrected register, XXVI; holdings quit, III; killed upon the road in the Emperor's service, II; households of the mine relieved upon the works, XI…
Nine causes. He could recite them without the leaf: the Attenes upon the parcels of the voided name, tenants now of their own terraces with leave to buy; five more households entered tenants on the same pattern, each with its five years running; two holdings confirmed outright, their instruments having proved sound all the way down; one quit before hearing, leaving a door on a leather hinge and a cause on a docket, in that order. Six-and-twenty tenancies: the acceptances of the autumn of the correction, standing now into their second year, paying — the schedule did not say what the paying was made of; he knew; it was made of jars held back and second pigs and wool worn twice; the schedule said entered. Three quit: gone where quitting goes — the port, kin, the roads; the register's knowledge of them had ended at the gate, which was itself worth an entry, if anyone had kept that book. Two killed upon the road. The annex named them — Doquirus, soldier, and Camalus, muleteer — because he had drawn the annex himself and soldiers' rolls name their dead, and so, in his district, would muleteers' rolls, there being now a head of account under which a hired man's death was payable and a precedent paid under it. The extract that traveled would carry the numeral. At Rome, if the report was read at all, it would be read without its annexes; that is what annexes are for; he had learned to write every document in the double knowledge of the reading it would get and the reading it deserved. Eleven households of the mine relieved upon the works: the wall they had raised for their grain stood plumb; most of them were up the mountain again behind the mended road; Cloutius' people had wintered in the town and stayed, the wall being, as the entry had it, the better for them.
There was no schedule for the rest. He assembled it once, on a waste leaf, to see what it would look like set out in the schema's manner — an old man dead four days short of his name in the writing; a duovir's tears held level in a cold chamber; a jar of oil that had been a fee; a hedge of dark coin built by a woman against a table she had never seen; a mason's fee kept small out of respect; the lamps of a thousand rooms lit later and put out sooner for two winters — and then he burned the leaf in the second lamp, not because the items were untrue but because the form would have made them claims. A report that mourns is a report that argues; the argument would cost the schedules their standing, and the schedules were the only monument any of it would get in the rooms the report was going to. Exactness was the one tribute he had the standing to pay. He paid it entire, and kept the mourning where he kept it, in the book that was addressed to no one.
The last sentences he did not draft at all; they had been drafted for him three years before, in the procurator's offices, by whichever clerk had set the closing formula of his mandate. He gave the clause back with its account:
…It was written in the commission's mandate that he shall render account of all he does. The account is rendered.
They proved the report on the last evening as the room proved everything, aloud, across the long table — and for a man's own matter the discipline changed the voices, the room's one nicety being older than either of them: Philon read, and Marcellus answered. He heard his three years come back at him in Philon's level reading voice, head by head, total by total, and answered each from the racks — entered; true — and found the exercise harder than the drafting, there being no way to answer a document in that discipline without hearing exactly what it says and exactly what it does not; and when the last schedule was read and answered, Philon squared the leaves, corded them, and set the seal-wax to warm without being told, and neither of them said anything the room would not have said itself.
It went down on the morning barge with the June traffic, oil and wheat and one account, down the valley and up the great river, under seal, in a satchel with the eight-day's ordinary correspondence — he had considered a courier of its own and decided against it, on doctrine: the report claimed to be an ordinary instrument of an ordinary duty, and the claim was the making of it, and a document should travel as it claims.
Celer's answer came back before the month was out, warm as the season, numbers in every paragraph. The compounding was approved; the discharge was approved; the schedules were commended in a clause he could hear the man dictating — schedules, commissioner, are the part of an account that other offices steal; yours will travel — and the letter ran two pages in that key, praise phrased as forward liability, each satisfaction entered as a charge to be answered later, and then it stopped being a letter about the report at all: You have shown what a district yields when its register is true. The Emperor's service is not wasteful of demonstrated things. It is now asked what a valley yields.
And there it was, quoted in the procurator's running hand as though it were one more schedule: the appointment. A charge of the procurator's line over the valley of the Cardena entire — the census and the revenues of the whole, and the oversight of the leases of Metalla Vetera with them, the mine road and the works and all the mountain's paper that he had once been able to touch only by petition; at sixty thousand by the year; the seat at the procurator's offices at Corduba, the valley to be held by circuit and by deputy; to run from the September. Prepared at Rome over the spring, the letter said, upon the commendation of the censorship year, the finding of the examination, and the return of the district's capacity — which this office holds, Celer wrote, closing the old clause over the new gift like a setting over a stone, from your own hand.
He stood at the high window with the letter for a long time, and took the inventory, that being the one instrument he still trusted for interior work.
The appointment had been computed. That was the first finding and the deepest: not granted — computed, out of his own figures, the raise carried, the capacity returned, the examination passed; men at Rome he would never meet had done with his three years exactly what he had done with the valley's forty, reduced them to a return and settled a demand against it. He had been read as he read. He had been found to carry sixty thousand by the year, as the district had been found to carry two hundred forty; and the finding was accurate, which was the thing he had no answer to, then or ever. The service he believed in had believed him back: it had weighed the truth he told at true weight, and paid for it at the going price of truth, which is height. The mountain's affairs were his line now precisely because he had proved he could account for a road he was not allowed to mend. That was not corruption; it was the opposite of corruption, moving in the same channel; and he had spent three years learning the difference, and the difference was what had been promoted.
The ledger balances, he wrote that night in the private register. Say it once, exactly, and then keep the discipline: quota of the first year, two hundred ten thousand; of the third, two hundred forty thousand, delivered entire; capacity, two hundred sixty thousand, standing measure; arrears discharged; register true; commissioner examined, found in order, and made an officer of sixty thousand by the year. Every figure in that column is honest. The other column is kept nowhere: a ghost that fed on forty iugera for a generation, struck; a family entered tenants of their own terraces, under a striking, with five years to buy back what was never sold; two men dead upon a road; an old man four days short of the writing; a citizenship hung the height of a man above the ground; a secretary counted at his own renewal, in his own best hand, at his own true price. The columns agree. They must never be allowed to answer each other — the day they answer, a man has begun to believe the second column paid for the first, and that day he is Vibius with better lamps. The report is exact, and the exactness belongs to the money. This book is the account of what balanced it. It has no other office, and it is not rendered.
He racked the letter with the others in the chest — the admonition of the first May, the commendation of the October, the finding of the April, and now the appointment of the June, the fourth lesson of the same school and the dearest — and put out the second lamp, and stood a moment in the dark of the room he would leave in a season, listening. Below the town the river ran on down the valley with everything it carried. Outside, at the edge of hearing, the district was cutting its wheat.
