Chapter 29 — The Latin Right

The third collection went down to Corduba in the December cold at the new figure, entire, and made less noise going than any act of his commission had made in three years.

Two hundred forty thousand sesterces, delivered whole, acknowledged whole; not one distraint executed at any door of the district; the ordo's sureties untouched and knowing themselves untouched, which two years ago would have been worth a delegation of thanks and this year was worth a nod in the forum. The register collected now. That was the plain working of it, and he wrote it out in the commission's report without ornament: where the assessment matched the holding, the holding paid; men will dispute a lie at every step and the truth at almost none of them; the collection of the third year had cost the district less quarrel than the collection of the first had cost a single pagus. Celer would read that paragraph aloud at Corduba. It was true, and it was going to be used, and he had learned by now to write every sentence in the double knowledge of both.

The other truth of the December stood where the fisc did not read, in the columns he and Philon kept of the district's own weather. The raise had not come out of any strongbox; raises never did. It had come out of the small ends of things: the jar held back in other years and this year sold; the second pig; the seed margin pared to the count; wool worn a second winter; the lamp lit later and put out sooner up and down the valley in a thousand rooms he would never enter. No entry anywhere recorded any of that. He recorded it anyhow, in the private register, in the only style he had: the quota is met. The register is true. The truth is now collected at full weight, and full weight is a weight. No one at Corduba will ever ask what the last fifteen thousand bought, because the answer is not money.

Letters went and came at winter pace, overland, doubled. Porcia's accounts of the season ran their usual inventory — the oil contracted forward at the autumn price and the price holding; the press let out for the neighbors' pressing at a fee she named with satisfaction; the boy grown out of his shoes twice since the summer. The boy had his four lines about the heron by heart, she wrote, and recited them to any caller who would sit, holding the tablet before him with great state, sometimes the right way up. She had not corrected him. He believes the letter says what you said. One day he will read it and find that it does. Between those two days, husband, is where childhoods are kept; I thought you would want the entry.

The word came up the valley at the turn of the year the way the censor had come in the summer: as talk, traveling without documents, paying no toll.

Rome, the talk said, had made Romans of all the Spains. The citizenship — the whole citizenship, the toga, the tribes — granted to the three provinces entire, every free man of them a Roman from the Ocean to the passes; and for an eight-day the district wore the idea the way a man wears a borrowed coat, gingerly, with the elbows held in. In the market the rumor was priced as rumor is always priced: a mule dealer of Tarbessa was reported to be refusing the head-tax in advance of its abolition; Vetus' nephew, it was reliably said, had bespoken a toga. Marcellus let it run and corrected nothing. Contradiction was purchase; he had paid for that lesson in the spring of the talk-cargo and did not pay twice. Rumor ran ahead and rumor was wrong in a particular, and he had stood in this valley long enough to know the shape of the particular before the letters came: Rome's gifts lost nothing in the telling except their edges, and the edges were where the poor lived.

The letters came in the last of January, at the bottom of the season's post: the procurator's, to the commission; and under the proconsul's seal, for the town, a copy of the announcement. The Emperor had granted to all Hispania not the citizenship but the Latin right.

He gave the reading to Silo. It was the duovir's to give — the commission had no standing in the curia and he had never once let anyone forget it, least of all himself — and Silo read it to the ordo on a cold bright morning in the strong council voice, and came to the sentence — to all Hispania, the Latin right — and stopped. The chamber waited. The pause went on past dignity toward its true name; and the men who had laughed at the chest for twenty years, and the sons of the men who had laughed at Silo's father, looked at the floor with one motion and gave him the time, because whatever else the ordo of Cardena did not know, it knew what it was watching: a man arriving at the one place he had walked toward all his life, and finding it real. He finished the reading. His voice held level to the end. He wept only with his eyes, standing straight, gripping the letter in both hands the way a man holds a full measure he will not spill; and afterward he moved the vote of thanks in language of such perfect civic dryness that the tears might have been the winter's, and the whole chamber let them be.

What Rome had granted took the winter to understand, and would take years to finish understanding. There was no day to it: the letters announced, they did not date; men who wanted a day would have to appoint one, and did — the town settled, without any decree, on keeping the anniversary of the reading, which was its own quiet honesty, since the poor of the Empire have always dated what Rome does by the day it reaches them. There was no charter to it: no book of the town's new law arrived, nor was one promised; what arrived was a standing duty — that communities look to their rolls, that statuses be registered in order — the obligation ahead of the instrument, wax before stone. And the working heart of it stood in a single clause the curia could recite entire by February: the magistrates of a Latin town, having borne their office, pass with their parents and their wives and their children into the Roman citizenship. Per magistratum. By way of the magistracy. Through the chair.

He watched the ordo perform that arithmetic in open session, each man at his own speed, and none of them slow. The chairs were the gift. And the chairs were fenced by the census, filled by election among men who had warmed the chamber's benches for three generations; the road to the citizenship of Rome ran, by the grant's own grammar, through the front door of the curia of Cardena, up the two steps, into the seats already occupied. Silo's faction and Vetus' faction had fought over every stone of the town's business since before the commission came; on the motion of thanks they converged like heirs at a reading of tablets, and Vetus' warm assent to Silo's language — the first in living memory; clerks would be asked about it for a year — told the whole of it better than any register: the town had two parties, and one class, and Rome had addressed its gift, with a good clerk's exactness, to the class.

The rolls were ready by February, as he had promised over the chest in the autumn. It was work he could not have bought elsewhere for any fee — Silo's groundwork proved sound to its floor, the surveys of institutions, the fathers' letters, the patient sediment of a family's civic faith wanting only a frame to stand in — and the commission gave it the frame: the free persons of the district, by household and by status, set out in the schema's person-columns in the same order and the same discipline as its iugera and its trees. Philon built the fair rolls through the winter evenings, his board clicking under the lamp like slow rain, and Marcellus proved them page against page in the mornings, and the thing grew until, in the second eight-day of February, it lay finished on the long table: the district counted, this time not in land but in standing.

When the last leaf was proved, Philon did one thing that had not been asked of him.

He drew off, on a single leaf, two sums. The first was the persons of the district whom the grant would raise: the seated, their fathers, their wives, their children; the men whose names stood in the curia's own album; those who would reach the chairs in ten years' natural course. The second was the persons of the district whom it would not and could not reach: the pagi entire, the tenants and the smallholders, the landless of the town, the freedmen of peregrines, every free head that paid the head-tax and would go on paying it — the roll's whole broad base, which was also, though the leaf did not trouble to say so, the head-tax's whole base, thinning now from the top only, chair by chair, as the seated carried their households up out of the tribute of the head and left the remainder to be reckoned on fewer. He laid the leaf before Marcellus, squared it to the table's edge, said nothing whatever, and went back to his board; and the leaf said what it said in Philon's still hand; and beneath both sums, unwritten, in nobody's hand, stood the third roll neither of them named — the one on which the counter himself was counted, which was not a roll of persons at all.

The gift is real, Marcellus wrote that night. So is the addressing. A ladder has been let down the wall of this town, of beautiful Italian make, and it ends the height of a man above the ground. Whoever stands on another's shoulders may reach the bottom rung. The rest may watch it hang. Note that the letters call it a gift to all Hispania, and the letters are exact: it hangs over everyone.

The nine appellants were written to in the same eight-day — the commission's plain duty, and he did it with his own hand: their causes stood listed for the new proconsul's assize, at Cardena, the second eight-day of the session; let them attend with their witnesses; the citations held. The two writings went up the valley in one satchel, the town's rejoicing and the court's calendar, and he thought about that satchel longer than the day's work justified: somewhere past the third bridge a bag of oiled leather held, pressed flat together, the greatest news the town had ever had and the only news the vega had waited two winters for, and no one carrying it could have said which weighed more, and everyone receiving it could.

The grant went up behind the letters at winter walking pace, market to market, mouth to mouth, thinning as it climbed. At Corduba, the dinners said, it was everything: the province remade, statues voted, the future arrived. In the curia of Cardena it was tears held level and a vote of thanks. In the town market it was talk for two eight-days, a toga bespoken and quietly unbespoken, a joke about the mule dealer and the head-tax that improved with telling. At the upper fair it was a question put to Reburrus twice in one morning — are we Romans now? — and answered as men careful of their neighbors' hope answer such questions: your duovir will be, by and by. And at the hearths at the head of the water it arrived in February, and was heard, and weighed — the vega weighed everything; it had scales older than the town's — and it came to this: nothing a jar could hold, nothing a court would hear, nothing the fever-man's agent would take in part payment; not a modius, not a day of the thirty years, not one line of any cause on any docket moved by a finger's width. The Empire had made the valley a gift, and the gift reached the last terrace exactly as the triumph had reached it three years before: as weather over other men's fields — bright, distant, and dry.
