Chapter 22 — Winter Accounts

In January the tabularium counted itself.

No one had ever required the custom of him. He had begun it in his first winter in the room, a young man newly assigned who did not yet know which of the things around him could bite, and had kept it every January since: on the first quiet day after the presses stopped, the room was counted against its own list — the racks and what each rack held, by pagus and by year; the rolls by their pigeonholes; the chests by their marks; the table, the counting-board, the box of calculi, the seal-stone, the stylus-case, the ink, the shears, the cord, the wax, the two lamps. It took a day if the year had been honest and two if it had been busy, and this year it took two, because the year had been the busiest the room had ever held: the correction was in the racks now, three hundred forty entries with their grounds stated in the margins, and a register that had lain for a generation like a man asleep had been turned over, limb by limb, and set down again in a truer posture.

Philon could feel the difference under his hands, and distrusted the feeling until he had proved it, and proved it. It was in the cross-references, which answered now when you put a question to them: a boundary named in a sale-roll closed against the same boundary in the census leaf, neighbor against neighbor, instead of gaping the half-iugerum that no one had ever been paid to notice. It was in the seven voids, which were not disorder but its opposite — a lie does not become order by being tidily written, and the voids were the register admitting, in seven places, in form, that it did not know: the only sentence a lying book can never say. Whether the district was better for any of it, the leaves did not say. It was not their question. He racked them by pagus and by year, and their question was what they were called, and where they stood, and who stood beside them, and what they bore, and to that they now answered true, and that was the whole of what wax could do for anyone.

The year's paper had finished its circle in the black months, and closing it was his work of the new year, done at the long table with the board at his right hand and the ice on the high window going gray and bright and gray as the days tried themselves against the winter and failed. The silver itself had gone down in November — he had watched the chests weighed out of the treasury by lamplight, tale kept aloud, two voices, and had heard from the port what the road had cost, and had copied the report that said it, twice, and the second copy had been no lighter. What remained in January was the paper the coin leaves behind it the way a keel leaves wake: the quaestor's sealed acknowledgment up from Corduba, entire less four hundred sesterces documented, the shortfall's explanation traveling with it like a servant; the commission's codex accepti et expensi drawn off fair for the year and balanced; the town's obligations discharged and their instruments racked. The year had answered the published two hundred twenty-five thousand within a margin a man could carry in one purse, and every coin of the margin stood explained in writing. No other year in the racks could say so much of itself. He had gone and looked.

Of the obligations, one had been watched by the whole valley, and Philon had copied its every instrument, and understood — because he read what he copied, which not every hand that copies can afford to do — exactly what he was copying. On the day before the Saturnalia the town had paid the balance of the summer's grain to the houses of Tarbessa: to the day named in the summer's terms, not an hour early and not an hour late. Early would have been display, and display invites appetite; late was the door October had stood waiting at. The commissioner had moved the payment in the ordo in October, in the same voice he moved corrections of arithmetic, and in December the coin had gone over the ridge under seal, and the agent's acknowledgment had come back courteous and complete, with a final clause wishing the town health in the new year, and Philon had racked it among the instruments in the chest where the summer's terms already lay, so that the whole transaction slept in one place, folded on itself like a blade put up. The commissioner paid the way other men strike. It was the only sword the chest could afford, and it had held all winter, and Philon, who had copied every clause the enemy's courtesy had yet produced, had concluded that punctuality was not the commissioner's habit but his armor, and that he had been fitted for it, piece by piece, by the year itself, the way the valley fitted everyone for what it did to them next.

The nine causes for the spring docket he had copied fair in the black month, for the assize would have them entire: the cause as entered, the proofs annexed, the register's own leaves cited by rack and year. The ninth was the cause of Boutius son of Attenes, of the pagus of the upper vega, for himself and his house. Philon copied it at the same pace he copied everything, which was the only fairness he had to give anybody, and did not hurry it, and did not linger; and where the cause recited that no rent had ever been demanded and no Fulvius ever appeared, he checked the citations against the racks himself, leaf by leaf, though the scribes had checked them once already, because a cause is only as strong as its weakest citation, and this one's citations were, when he had done, without a weak one. He entered the fact in the docket schedule in the dry form the docket liked. It was not advocacy. It was exactness, which is what he had instead.

In the first market of the new year a dyer of the town freed his man before the duovir — an old slave, gray at the wrists, the freedom a retirement the shop would no longer have to feed, and the town said so and was not wrong, and said it kindly, and the man wept at the tribunal all the same, because a thing can be an economy and a deliverance in the same hour. The twentieth of his declared worth went to the fisc at the door of his freedom, for the fisc kept a toll at that door as at every door where value passed, and the entry of it went through Philon's pen into the commission's oversight of the year's receipts: vicesima libertatis, of the manumission of one man, so much. His pen did not pause at the line. He had schooled it years ago. But he carried the line home behind his eyes, as he always did, and that night, on the private tablet of himself, he made again the reckoning he kept the way the racks kept everything, current: the town's price for him, as the roll last stated it, which was old, and low, and would be corrected upward the moment anyone competent looked — he would have corrected it himself; it was a wrong entry, and he did not love wrong entries even when they served him — and the twentieth on top, the fisc at the door. The sum was not large, as farms went. A man who kept the accounts of a district could hold it in his head without effort, and did, and the holding was not the difficulty. The difficulty had a simpler shape: the sum was not his to offer. A slave's savings are an indulgence in his master's books; his price is a conversation held above his head, in the room he himself keeps swept. He set the reckoning down where he kept it and swept the board, which needed no sweeping, and trimmed the lamps, which needed no trimming, and went to his pallet in the loft among the oldest leaves, where the styluses of dead assessors had bitten clean through the wax to the wood, and the words had outlived what carried them.

The January count reached the town's own rolls on the second day: the chest where Cardena kept the account of itself. Standard weights and measures, verified. The tools of the water-channels. The two bronze lamps of the curia and the third, broken, that three inventories running had directed to be mended. The slaves of the town, each entered by name, nation, years, and employment, between the aqueduct tools and the standard weights, in the order the schema gave them, which was the order of things that are kept. His own line he verified as he verified every line, against the fact. Name, correct. Nation, correct. Years, about forty, correct as the roll counted and near enough as he did. Employment, letters, correct — and, he would have noted in any other entry, incomplete, for the roll's letters was doing the work of the letters, the sums, the racks, the docket, the two lamps' worth of every winter evening for eleven years; but the schema did not list the inside of a tool. Four questions, the form asked, of everything in the world; he had read them out ten thousand times in the reading-voice that belongs to no man because it must serve for all; and his own line answered three of them and would never be asked the fourth. What are you called, where do you stand, what do you bear. Property has no neighbors.

He racked the roll and went on with the count, and the count was almost done when the commissioner came up from the basilica through the snow-wet forum with the year's report to Corduba drafted in his hand, wanting the room's memory on two figures and, though he did not say it and did not know it, the room's blessing.

He got the figures. The report was, as the commissioner's instruments always were, exact, and Philon told him so, and told him where a date had slipped a day, and watched him mend it at the table with the pleasure the man took in being corrected — a pleasure Philon had met in no other Roman, and had weighed a long time before trusting, and trusted now. Then Marcellus read the closing passage aloud, once, as he read everything that mattered before it went south, listening for the sentence in the plainest clothes. The register of the district of Cardena, the passage said, may now be taken as true, in the parts examined, to the best knowledge of this commission; and the credit of it is due in no small part to the archive of the town, which was kept in such order through the years of the falsification that the falsification could not close over itself; an archive so kept examines itself.

"Is it exact?" the commissioner asked.

"It is exact, master," Philon said.

"You are the archive, Philon," Marcellus said — warmly, entirely; it was the largest praise the man had ever handed across that table, and he handed it the way he paid the fort's balances, full weight, counted, sure of the coin; and he gathered his tablets, thanked the room in general as he always did, a courtesy to the walls themselves, and went down content into the dusk to seal the year.

Philon stood a while at the high window with the lamp behind him.

It was even true. He had been the archive eleven years. He had been the inventory's maker and the inventory's item; the roll downstairs counted him between the aqueduct tools and the weights, and the commissioner's working tablets of the first spring, which had gone into the racks with the commission's papers when their season closed — Philon had racked them himself; he racked everything; not the private book; the private book went home in its case each evening, and what a man paid for his days in his own coin was his own — carried him, in a small upright script, under the heading the archive, between the number of the racks and the condition of the chests. The entry was exact. That was where he stood in the room's account, and the room's account was honest. And the most attentive reader the room had ever held, the man who had gone into ten years of leaves after one dishonest hand and come out with it, who checked his sums twice and his mercies once, had praised him tonight in the schema's own grammar — you are the archive — a man told he is a room, told it as tribute, by a good man, meaning it; and had gone down the stairs content, having seen everything in the tabularium except what it was like to be shelved in it. Philon had examined the man for contempt a long time ago, at leisure, over two winters, and acquitted him. He had examined him for cruelty and acquitted him faster. What remained, when contempt and cruelty were struck out, was the finding he had entered in himself long ago and never since had cause to void: the commissioner was a decent man inside a correct form, and the form was so good, and he so loved its goodness, that he could not see what it ate.

The count was finished the next evening. Nothing missing against the list; nothing in the room the list did not own to. He entered the new year at the head of a fresh leaf, in the even hand the racks obeyed, and read the totals aloud to the empty room, both voices of the tale his own, one asking, one answering, which was how he had checked sums since before this valley knew him; and the totals agreed. He swept the board. The calculi went into their box by count, and the count was right. He put out the first lamp, and stood a moment in the half-dark before the second, and the room stood in order around him, ready for the year: the table, the counting-board, the box of calculi, the two lamps, and the rest of what the room contained.
