Chapter 11 — First Collection
December came up the valley from the sea, mild and grey, and the olives came down out of it, and the two processions crossed in the roads: the fruit going to the presses, the coin going to the town.
Collection was a season, not an act; he had known that from the racks all year and learned it now in his skin, standing in it. From the middle of November the quaestor's chest sat open in the basilica at stated hours, guarded by ceremony and one bored town slave, and the district's obedience came to it in every shape the valley made: sacks of bronze counted stiff-fingered on the marble; a lease's half-year in silver, wrapped in cloth, warm from the armpit that had carried it; magistrates' men trudging in from the pagi with the season's small extractions and their own dignified arithmetic. The middle sort paid at the last permitted hour, on principle. The great houses paid by messenger, with letters — always the letters, the district's one inexhaustible harvest — regretting, explaining, promising: rents unpaid, tenants ruined, the gods' own weather; each house's shortfall dressed in its family style, and the quaestor receiving each with the identical ritual nod of a man who had heard the valley excuse itself professionally for thirty years.
But the sums, this year, were otherwise. Marcellus had the daily totals brought to him each evening — a discourtesy to the quaestor, strictly, and he committed it with a straight face — and by the Kalends of December the shape of the year was unmistakable in the columns. The deferrals of the triumph summer had come in entire: the sum and the embarrassment, as instructed; he had collected the second personally, in three of the politer atria, in the currency of watching men pretend the summer had not happened. Arrears that had stood since before his commission — items he had marked in May as dead weight, kept on the rolls the way old men keep debts in wills, for form — stirred, unprompted, and paid themselves: a third here, a half there, whole in two cases, delivered without letters, almost furtively, like men paying vows they had never mentioned making. And strangest, and to him most instructive: from the last markets of November onward there arrived at the tabularium, in ones and twos, holders — substantial men, several of the middle couch among them — come of their own motion to amend their declarations. A vineyard, it now appeared to its owner on reflection, had been understated these some years; an error of his late father's steward; he wished it corrected, and stood ready — this said with the expression of a man volunteering for surgery — to answer the difference. By the month's end the voluntary amendments alone had brought in more than some whole pagi.
Philon, entering the fourth of these repentances in his soldier-straight hand, offered his sole observation of the collection season.
"The register has not changed, master," he said. "The fear has."
That was the working of it, entire, and Marcellus wrote it to Celer almost in those words. Nothing was corrected yet; the correction existed nowhere but in a surveyor's rolls and a locked chest of proofs; but the town had watched the rod walk the upper vega all October, had watched sealed copies go down the river in September, and every man with an understated leaf had spent the autumn doing the one sum the valley never got wrong: what it costs to be found, against what it costs to confess. The register was a treaty, and the treaty was being quietly renegotiated door by door, in advance, by every signatory with something in the margins — not from conscience; from the reckoning instinct of the indebted; and it followed, cold and interesting, that most of the year's new revenue had been paid not to the Emperor but to what Marcellus might yet find. Fear had a yield. He entered the finding without pleasure, and found under it, where his findings kept their sediment, the first grains of a thought he would be years finishing: that a register is believed in proportion as it is feared, and he had spent eight months teaching this district to fear the writing again — which was, from one couch of the room, the restoration of truth, and from the other, a new tax, collected in advance, on everyone who had ever arranged to be lied about; and some of those, the amendments showed, were small men who had bought their arrangements dear, from the same patience that sold water in dry years.
The counting closed on the Nones of December. He was in the basilica for the last of it — the tale kept aloud, two voices, the quaestor's man against Philon, the chests filling in their iron and wax — and the year's total, when it stood done on the tablet, was one hundred and seventy-one thousand sesterces, against an assessment of two hundred and ten.
He looked at the figure a long time, alone with it, after the sealing. One hundred seventy-one. The best year the district had returned since the registers began to lie; sixteen thousand above the best of the last seven; found — he could account for every thousand of it, and did, in the report — in embarrassment, dread, and voluntary confession, without one boundary yet corrected, one entry yet struck, one iugerum yet restored to the rolls. And still thirty-nine thousand short of the assessment, and the thirty-nine was the fraud, near enough; the sheltered land, the vanished holdings, the ghost's quiet colleagues, the arrangement itself, holding, under all the fear, like bedrock under a flood. He had reached, in one season, everything that guilt and prudence could shake loose. What remained could not be frightened out. It could only be corrected out — dug out by name and boundary and oath, entry by entry, family by family; and some of the families were four hundred years in this valley and dined their creditors in marble; and some of them plowed around a lichened stone at the head of a terrace and had never once been asked what they knew.
The delivery went down the day after the Nones, quietly, in the grey lull before the festival, when the roads were emptiest: six days' notice to the prefect at the Castellum — asked, in proper form, for such escort as he should think fit to give — and eight men came down with an optio, and a letter from the prefect pricing them: what eight men were, against what the pass-road needed in the same days; a letter without one wasted word, which Marcellus read twice and kept, the way he was keeping, lately, specimens of every dialect of the valley's honesty. The chests went out the river gate before light, the town not woken; barge at Portus Albus; Chresimus's lamps and Chresimus's manifest, the freedman counting seals alone in the cold with the unhurried exactness of a man to whom all cargo was one substance; and gone. Received at Corduba, entire, on the fourth day; so the acknowledgment said, and under the acknowledgment, in the procurator's own quick hand, one line: The sums will be gone through in the new year. I am content. — and Marcellus stood in the winter light of the tabularium window holding the first unqualified sentence any superior had addressed to him since April, and felt it do its work on him, and watched it work, both at once; which was becoming, he noted, his whole manner of being pleased.
Celer's full letter came up four days behind the acknowledgment, and reached him on the eve of the festival; and it was, as always, brief, exact, and armed.
The delivery is received and the account of it read, twice. One hundred seventy-one, without a boundary moved: you will understand better than most what that figure says of the years in which the district found one hundred fifty-five with everything to hide and nothing to fear. I have laid your survey rolls before the assessment as it stands and drawn the only conclusion arithmetic permits. The assessment of the district of Cardena is set, for the year now beginning, at two hundred and twenty-five thousand sesterces. — You have shown the district can bear it, commissioner. It is your own showing: the sheltered land at your reckoning of it, the understated iugera at the rod's, the arrears proved collectable by their own late walking-in. I do not tax your diligence; I tax what your diligence has proved to be there. You will see the distinction, and you will also see that from where the district stands there is no distinction, and you had better prepare for that too. — Correct the register early. The corrections are your quota now: what fear brought in this year, only title will bring in the next; fear spends in one season, iugera pay forever. The warrant stands; the surveyor stays with you through the spring; the assize opens at Corduba after the Ides of April, and your depositions should be on its docket, drawn fair, from the first day. — They tell me you dined at Tarbessa and came home with your hands empty. Keep them so. A man who takes nothing can be accused of anything and convicted of none of it. — T. Mettius Celer. In the new year, then: two hundred twenty-five. The Emperor is rebuilding the world, and the world will be paid for by districts that can bear it. Yours can. That is the reward for being proved sound: soundness is assessed.
He read it in the empty tabularium, by the window, with the town's winter noise coming up small through the shutters, and when he had finished he stood for a while doing nothing at all, which was, for him, an event; and then — because he was the man he was — he took the letter through again with the stylus and drew out its skeleton onto a tablet, clause by clause, as if it were a lease: what was granted, what was priced, what was warned. Granted: the year confirmed, the warrant standing, the surveyor kept, the patron's channel open. Priced: an assessment fifteen thousand above the old one, and fifty-four above the best year the district had ever returned, calculated — he checked the arithmetic and it was faultless, which was somehow the worst of it — from his own proofs; his September petition, his October rod, his careful, careful reckoning of the sheltered land, all of it summed and handed back to him as an obligation, as though he had spent the year writing, in installments, a bond against the district and his own name, and Corduba had merely done him the courtesy of adding it up. Warned: that the district would not distinguish the assessor from the assessment. It already did not. The new figure would be published at the Kalends; he could write the ordo's session himself before it met — Silo finding in the raise the flattering proof that Rome at last took Cardena seriously; the middle couch doing silent subtractions, each man his own; and from the old benches, Memmius Vetus, unhurried, courteous, letting the silence ripen before saying some one sentence that the whole room would carry home. The decurions stood liable at law for the quota of their town. That was the old iron under all the municipal wool, the reason the letters of excuse were the district's finest literature; and it meant that the fifty-four thousand between the year just counted and the year now assessed would, at the Kalends, cease to be an abstraction of the fisc and become a private terror in particular houses along the forum; and the terror would have one address to send its bill to, and it would not be Corduba's.
The arithmetic of his position he finished late, by lamp, in the form his father had taught him for weighing an offer on land: what is given, what is taken, what does the giver know that you do not. Given: praise, confirmation, the first plain I am content of his official life. Taken: the whole margin the praise had been earned by — the sixteen thousand of ground his best year had gained over every year before it, converted at a stroke into fifty-four thousand wanting against the new mark, so that on the first morning of the new year the district would owe against its assessment within a thousand of what it had owed the morning he first rode up the valley; and that, he saw, was no accident and no malice either, but the fisc finding, by its own blind arithmetic, the true size of the lie: the fifty-four thousand now wanting was the sheltered land itself, called by its right sum at last. And known: that this was not malice, and not even policy exactly, but the plain grammar of the instrument he had chosen to serve and be served by — the fisc a press, like the olive presses working now in every yard of the vega; you fed it your proofs, your rod-work, your careful sums, your year, and the screw came down and gave you back your due of oil, exactly; and then, because yield proved capacity and capacity was assessment, the screw was set one turn lower for the next pressing. Forever. There was no setting of that screw called content. He had known this — everyone knew it, the way everyone knows winter — and he wrote it now into his private register as a thing learned, because between knowing and being the fruit there had turned out to be the difference between reading of weather and standing in it.
The reward for a proved yield is a heavier press. He looked at the sentence a moment, then dated it, like an entry.
And still — this was what he could not have explained at Silo's table, or quite yet at Porcia's — under the arithmetic, under the sag of the new number, the work stood truer than it had ever stood. The figure was cruel but it was not false: the land was there; he had measured it; the two hundred twenty-five existed, in vine and oil and plowland, sheltered these thirty years behind ink while smaller men paid the ghost's share and their own. Celer had raised the quota; but it was the fraud, holding, that made the quota a wound — every thousand of the new assessment would be collected crooked, off the honest, until the register said true names over true iugera; and so the raise, which punished the district, was also, read from one particular chair by one particular lamp, the entire justification of everything he had come to do, made urgent, made fiscal, made — the word arrived on its own and he let it stand — mandatory. The correction was no longer his inquiry. It was the district's only road out from under its own proved capacity, and he was no longer the man permitted to pursue it; he was the man who could not be allowed to stop.
He banked the brazier and sealed the tabularium — both keys, the ring going into the chest that no longer felt like a satisfaction or a question but simply like the weight it was — and walked back through the cold to his lodgings under a sky rinsed clean, stars all the way down to the sierra. At the corner of the forum the night-market of the olive season was still murmuring, mule-loads coming in late to the presses by torchlight, and he stood a moment in the dark and listened to the district at its oldest work, the fruit of trees that had seen everything going under the screw that gave exactly and forgave nothing; and he found he could no longer hear it as he would have heard it in April, as industry, as order, as the good machine at its good work. He heard the setting of the screw.
Two hundred twenty-five thousand. He had won the year. The year to come was the prize.
